I am guessing you are talking about Elsie Flannigan?
She is a very young and successful designer. She hangs with the likes of Heidi and Rhonna (I love referring to them by their first name - as if I know them or something).

Elsie is usually in Creating Keepsakes a lot (CK). She is also a Garden Girl at 2Peas. She has a very unusual, whimsical style. We took classes from her in AL. I like her!
